Richmond/Burke Job Training Authority
The Richmond/Burke Job Training Authority is a federally funded Workforce entity which administers
the provision of workforce employment and training services to individuals of Richmond and Burke counties
in accordance with the Workforce Investment Act (WIA) of 1998. It has been in existance since January 1994
administering Job Training Partnership Act (JTPA) funds.
In 2000, in accordance with provisions of the WIA, the Governor of Georgia designated the 2-county
Richmond/Burke area of Georgia as Workforce Investment Area (12) and approved the membership of a local,
Workforce Investment Board (WIB) selected by the Chief Elected Officials (CEO's) in the area. The WIB's
responsibilities under the Act involve setting policy guidance with respect to the development of a local
workforce investment system. The Youth Council is a twenty-four (24) member sub-group of the WIB.
The role of the Youth Council is to develop portions of the plan relating to eligible
Youth Services, recommend eligible providers of service for youth activities, conduct oversight responsibilities
of youth providers and coordinate youth activities.
The CEO's and WIB designated the Richmond/Burke Job Training Authority as the administrative entity,
grant recipient, and plan developer for the area. The day-to-day management of the Authority is supervised
by an Executive Director who is appointed by the Board of Directors of the Authority. The Authority is
composed of three units, customer services, fiscal and planning which administer and manage all facets of
grant administraction.
The Authority currently serves as part of a workforce consortiun designated as the One-Stop Operator
with the Georgia Department of Labor - Augusta Career Center and Augusta Technical College. This group
along with a number of partner agencies, contributed to the development and implementation of our workforce
system. One-Stop sites include the Augusta Career Center (comprehensive), Augusta Technical College -
Waynesboro (affiliate) and Goodwill Industries - South Augusta (affiliate) and Mobil Learning Lab
(Burke County area).
